Dr. Joseph Nyonje Kosure is a seasoned executive and governance expert with over 38 years of distinguished service across public and private sectors. He brings deep expertise in industrial zone management, international trade and investment, marketing, governance, and intergovernmental relations.
He has held senior leadership roles including Chief Executive Officer of the Export Processing Zones Authority (EPZA) and Secretary/Chief Executive of the Commission for the Implementation of the Constitution (CIC), where he played a key role in implementing the Constitution of Kenya, 2010. During his tenure at EPZA, Dr. Kosure led the organization’s ISO certification and spearheaded the policy framework that resulted in the enactment of the Special Economic Zones Act, 2015.
A renowned expert on the African Growth and Opportunity Act (AGOA), Dr. Kosure has consulted extensively on trade and investment policy, including the development of Kenya’s National AGOA Strategy (2018–2023) and value chain studies across agriculture, textiles, and livestock. He has also served in commercial diplomacy roles, including as Commercial Counselor at the Kenyan Embassy in Berlin, accredited to Romania and Bulgaria.
Dr. Kosure holds a PhD in Business Administration (Marketing) from the University of Nairobi, a Master of Commerce in Marketing from Shivaji University (India), and a Bachelor’s degree in Banking and Export Studies. He is a published author, corporate governance trainer, and has served on several national boards, including LAPSSET, Kenya Investment Authority, Export Promotion Council, EPZA, and Zetech University Council.
